Onboard entities before taking them live

New entities start in onboarding, where recurring duties run but appointments, resignations and charges raise no tasks, and nothing recorded meanwhile is replayed later. Entities are taken live in bulk from the Onboarding tab of Requirement assignments, where the default is also set.
